Soviet fortunes would be made to pay for acquiring industry on the cheap. Both he and Tymoshenko have singled out the giant Kryvorizhstal steel mill, sold last year to magnates linked to ex-president Leonid Kuchma. In her latest comments, Tymoshenko said leaks on a "black list" were the result of intrigues against her government. "Today, not only former oligarchs are working against this government. Current oligarchs now part of the power structure want to get rid of this government and are resorting to specific instruments to do so." She suggested Poroshenko and Deputy Prime Minister Anatoly Kinakh, who heads a government working group on privatisations, were acting against her. The government, she said, would draft a law with rules to assess fair market value for companies and determine whether new owners had to make "top-up" payments. "There will be very clear criteria. It will be a very limited number of companies," she said.
