Israeli President Moshe Katsav will address the German parliament May 31 during a visit marking 40 years of diplomatic relations, the lower house announced Thursday. Katsav will join a select group of foreign speakers who have addressed lawmakers in the restored Reichstag building since the lower house, or Bundestag, moved from Bonn in 1999. Other prominent guests have included U.S. President George W. Bush, Russian President Vladimir Putin, Ukrainian President Viktor Yushchenko and U.N. Secretary-General Kofi Annan. Katsav's visit to Germany follows a trip to Israel in February by his German counterpart, Horst Koehler.
