Any European Union move to resume weapons sales to China threatens to upset the balance of power in the Pacific, U.S. Secretary of State Condoleezza Rice said Sunday. "We have managed over the last decades to maintain a stable environment" in the Pacific, Rice told reporters in Seoul before flying to Beijing. "And obviously, anything that would appear to try and alter that balance would be a concern to us." Rice, in Asia for talks this week, arrived Saturday in Seoul to meet with South Korean President Roh Moo-hyun and other officials to discuss ways to lure North Korea back to nuclear disarmament negotiations.
