A long-awaited report by the British-sponsored Africa Commission urges better governance on the continent and a raft of measures from the West including an end to agricultural subsidies, a leaked copy said on Friday. "Although Africa is exhorted to improve governance, most of the key recommendations are directed at rich countries," the Africa Confidential newsletter said on its Web site in a report on commission findings due to be published next week. British Prime Minister Tony Blair set up the commission to produce a policy agenda for London to press during its leadership this year of the Group of Eight (G8) rich nations. But critics have called it just another talking-shop.
