Montenegro will hold a referendum next February to determine the future of its loose federation with Serbia - in effect an independence referendum - Montenegrin Premier Milo Djukanovic said Saturday. "We want to take full responsibility for our European future," Djukanovic said in Belgrade. "The referendum will be held next February." Djukanovic, who leads the pro-independence block in Montenegro, said the referendum would not disrupt the fragile stability in the tiny Balkan republic, whose population seems deeply divided over issues concerning the future of the existing state union with Serbia. Podgorica said Belgrade had been responsible for European integration coming to a standstill because of its reluctance effectively to cooperate with The Hague-based war crimes tribunal.
