door session, many governments spoke in favour of "model A". Another plane, model B, also calls for a 24-member council, but it seeks more elected members rather than permanent members. Germany, Japan, India and Brazil are already the declared candidates for the permanent seats. South Africa, Nigeria and Egypt are candidates also for the permanent seats, but the African Union will have to decide which of those countries should represent the continent. South Africa's U.N. ambassador, Dumisani Kumalo, told reporters his country "deserves the seat because we are involved in solving conflicts in Africa. The wealth of our records of trying to make Africa a better place should convince states that we deserve it." But Kumalo said the African Union would have to decide on its candidates. The 191-nation assembly has been called to adopt proposals to reform the organization, based on a reform package submitted by U.N. Secretary General Kofi Annan. --SP 2347 Local Time 2047 GMT
