U.S. Secretary of State Colin Powell arrived in Sri Lanka Friday to inspect tsunami-devastated areas and hold talks on relief efforts with the government. Powell arrived from Jakarta where he pledged the United States give the lead to the United Nations on the massive international aid effort to the 11 countries hit by the Dec. 26 calamity. The first stop on the four-hour visit to Sri Lanka was to be the devastated south coast city of Galle. Sri Lanka lost more than 30,000 people to the catastrophic wave, and more than 800,000 people have been displaced.
