National parks and vegetation cover sites in the Kingdom of Saudi Arabia are considered a natural wealth that contributes to improving the climate and limiting pollution, where littering in them is a penalty and distorts the urban view and negatively affects the environment. The fine can reach SAR 2,000 with obliging perpetrator to fix the damage and pay compensations. The National Center for Vegetation Cover and Combating Desertification highlighted the importance of preserving forests, national parks and all sites of vegetation cover and preserving them through avoiding starting fire and littering outside the allocated places, in a bid to preserve the environment. The regulation of the vegetation cover development and combating desertification stipulates, under the Environment Bylaw that was issued by a Royal Order on 19/11/1441, that starting a fire outside the allocated areas at forests and national parks, or by means that are not authorized by the center, is a fine whose penalty can reach up to SAR 3,000 for each camp. The regulation also states that camping penalty at forests or national parks without a license can reach up to SAR 3,000 for each camp, while the penalty of establishing buildings or other similar constructions at forests or national parks without a license can reach SAR 20,000 . The regulation stresses that causing damage to moveable or immovable facilities, cutting fences or damaging them or tampering with border and guidance signs at forests and national parks represent a penalty that is punishable up to SAR 3,000 , while the fine for distorting public and natural landmarks at forest or national parks through writing, painting or sculpture can reach up to SAR 400 with obliging perpetrators to fix the damage and pay compensations.
