U.N. Secretary General Kofi Annan said Friday that resources were being provided to organize elections in Iraq in January but he warned that the use of military force alone cannot draw the Iraqi civilians to the polls. "Obviously, there are situations where force needs to be used, but it is not - force alone - I don't think, is enough," Annan told reporters after his aides announced earlier that the United Nations is determined to organize a successful election in January. "One has to try to win the hearts and minds of the people and to draw them in, so that at the end of the process, at the end of the elections, it is their product and people who have been involved and feel included and will be inclined to accept the results," he said. Annan has sent a letter to government leaders in Baghdad, Washington and London about ensuring security for the elections, scheduled before January 31. He refused to discuss the content of the letter, saying it was a privileged communication. "I know that it was leaked, but I really would prefer not to comment on it," Annan said. The Iraqis will elect a provisional government and a 275-member constituent assembly that would draft a new constitution for the country. --More 0059 Local Time 2159 GMT
