The upper house of the Russian parliament will form a commission to investigate the school hostage-taking that ended in gunfire and explosions and the deaths of more than 300 people, the chamber's speaker said Friday. President Vladimir Putin agreed to the proposal made by chamber speaker Sergei Mironov. Although the upper house, the Federation Council, largely follows Putin's lead, the commission could constitute a relatively independent and public review of the crisis.
