The Presidency of State Security, represented by the General Department for Counter Extremism in cooperation with the Global Coalition against Daesh, Communication Cell against Daesh in the United Kingdom have organised, in Riyadh, a Panel Discussion entitled as Integration in Countering Terrorist Networks Narrative: Daesh as a Model. With the participation of various Saudi official bodies, such as the Ministry of Interior, Ministry of Islamic Affairs, Ministry of Media, Ministry of Foreign Affairs, Ministry of Education, General Intelligence Presidency. Besides, there was participation from the Ideological Warfare Centre, Islamic Military Counter Terrorism Coalition and Global Centre for Combating Extremist Ideology (Etidal). Where three main sessions were held in which the modern and effective mechanisms were discussed in countering terrorist organisations narrative and how extremist organisations resorted to recruitment. The Director of the General Department for Counter Extremism headed by The Presidency of State Security, said in his opening speech that this panel indicates the Kingdom's interest under the leadership of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz, the Crown Prince, to enhance the partnership with the International Coalition against Daesh, represented by communications cell, and everything that would contribute to the preservation of the International peace and security, Particularly that the Kingdom of Saudi Arabia is an active partner in the Global Coalition that consists of seventy-four countries and five international organizations. In addition to its leading role in rejecting extremism and pursuing terrorism in all its manifestations including countering hate speech and confronting all causes of violence and its primary role in the protection of world peace and security. The First session entitled "The Impact of Strategic Communications on Behaviour". Some experts from different nationalities attended this session and headed by Ms Nancy Jamal, the Official Coalition against Daesh representative. The panellists discussed the possible ways to use strategic communication tools to influence the behaviour of individuals to protect them from narrative and devices used by terrorist organisations. During the second session, entitled as " Methods of Countering Violent Extremism: Psychological Operation, Behavioural & Neurological Programming, chaired by Dr. Samirah al-Ghamidi, the participants presented a number of abstracts on countering the tools used by terrorist organisations to convince individuals, as well as highlighting the most accurate and correct tools used in protecting communities and their behaviour. The third session entitled the Practices of Strategic Communication in Public to combat extremism and terrorism. Chaired by Prof. Abdulla al-Mufleh, whereas the Presidency of State Security, Ministry of Islamic Affairs, Communication Cell against Daesh, Ideological Warfare Centre in the Ministry of Defense, Global Centre for Combating Extremist Ideology (Etidal) and the Islamic Military Counter Terrorism Coalition shared their experiences in countering extremism, terrorism, terrorist organizations and their members. In this session, experts shared their practices in protecting the human being from the threat of terrorism, extremist ideologies, rejecting hate speech and promoting the values of dialogue, moderation and tolerance. Finally, the panel discussed, in a session that managed by Dr Awatif al-Otaibi, some recommendations that would enhance the effectiveness of international efforts to counter terrorism, renounce extremism in all its forms, countering hate speech and confronting all causes of violence.
