A technical team from India had been given permission by China to inspect the temporary lake in Tibet which had formed after a landslide blocked the stream. Several roads in the state, including the main Manali highway were blocked by landslides. In the eastern states of Bihar and Assam, where the floodwaters were now receding, hundreds of people whose villages were washed away remained marooned. Authorities in both states said relief operations were on. While rains continued in large parts of the country, in the northern state of Uttar Pradesh, the administration declared 20 of 70 districts drought-hit, UNI news agency reported. Officials said scanty rainfall had affected crops in these districts.
