"The Emergency Committee members expressed their disappointment at the fact that despite a declaration to the contrary delivered by WADA chairman Richard Pound to the FIFA Congress in Paris on 21 May, WADA is still insisting on an unconditional acceptance of the World Anti-Doping Code. "At the Congress in the French capital, which was also attended by IOC President Jacques Rogge, Pound had confirmed that WADA would fully respect all of FIFA's specific concerns, including individual case management and flexibility when imposing sanctions. "Conversely, WADA was given the right to appeal to the Court of Arbitration for Sport (CAS) in Lausanne and it was agreed that any future amendments to the Code were to be made in consultation with the sports federations. "As a result of this declaration, FIFA formally approved the World Anti-Doping Code on 2 July. However, in a letter dated 20 July, WADA insisted that FIFA accept the Code in full, without including the concessions made in Paris. Nevertheless, FIFA stands by the declaration agreed in Paris."
