the fertilizer used by Timothy McVeigh to blow up the Oklahoma City federal building in 1995 -- but which was actually an inert fertilizer delivered to Nettles' rented storage locker on Wednesday, according to prosecutors. Nettles was arrested at a lakefront park on Thursday. In a recorded conversation with an agent, Nettles suggested targeting the federal building with a 3,000-pound (1,360-kg) bomb at midmorning, in order to maximize the number of casualties, prosecutors said. The fertilizer truck bomb that killed 168 people in Oklahoma City weighed nearly 5,000 pounds(2,300 kg). If convicted of attempting to bomb a federal building, Nettles could face 20 years in prison.
