Published in Saudi Press Agency on 05 - 12 - 2017

The two-day 38th of the Supreme Council of the Gulf Cooperation Council (GCC), hosted by the State of Kuwait, began here today.
The delegation of the Kingdom of Saudi Arabia to the summit, is headed by Adel bin Ahmed Al-Jubeir, the Minister of Foreign Affairs.
Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, the Emir of Kuwait, delivered a speech in which he welcomed the participants, in this session, for helping to hold it, as scheduled.
Expressing thanks to and appreciation of King Hamad bin Isa Al Khalifa, government and people of the Kingdom of Bahrain, for their efforts and caring for the previous session, he praised the role of the GCC leaders, which met the hopes and aspirations of the peoples of the member states and the continuation of the common Gulf action, for nearly four decades.
The Emir called for achieving further achievements to fulfill the hopes and aspirations of the peoples of the GCC member states, demanding appointing a working committee to amend the GCC system's statute, in order to create a specific mechanism for resolving disputes and facing regional and international challenges, as well.
Asserting that "any disagreement that may occur among member states and regardless of its extent, the GCC must remain aloof of it, in order to keep it out of its impact or disrupt the mechanism of convening, to function," Emir of Kuwait praised the role of the Kingdom of Saudi Arabia and its constructive efforts, in achieving meetings between various factions of the Syrian opposition and success in closing the opposition ranks.
As the humanitarian disaster ensued from the crushing crisis, in Syria, is still ongoing despite the efforts of international efforts to put an end to it, hope remains for the success of meetings, encounters and movement to achieve desired consensus to end that devastating conflict, the Emir stated, adding that the crises and conflicts that continue to be a focal point for fueling terrorism and stressing that the international community was able to achieve a broad victory on terrorism, in Iraq and Syria, however it continues to threaten the stability of the world and all humanity.
In his speech, the Emir of Kuwait praised efforts to support Yemen's political, economic and military make up, in order to support the legitimacy and the provision of humanitarian aid to ease the difficult conditions of the Yemeni people.
He called on the Houthi coup militia to comply with the international community's call for a political solution to the crisis, through holding serious dialogue, mainly based on the three pillars of the GCC sponsored executive mechanisms, UN Security Council resolutions and the outcomes of the Yemeni National Dialogue.
In regard to the peace process in the Middle East, the Emir of Kuwait expressed hope that the international community will be able to push the peace process forward towards reaching a comprehensive and complete peace agreement that supports the stability of the region and the world, according to the Arab peace initiative and international legitimacy resolutions.
On the other hand, he confirmed that the Iranian regime is still violating the rules of relations between the countries, in the region, governed by the international law, such as good neighborliness, respect for the sovereignty of states and non-interference in their internal affairs, and the last is a major concern, adding that the region will not be stable unless full adherence to those principles' obligations, is maintained.
He pointed out that his country seeks to continue working with the Iraqi government to maintain the stability of Iraq, underscoring the importance of participating in the conference of reconstruction of the areas affected by the war against terrorist IS, set to be held, in Kuwait, in mid-February, next year.
