The Ministers welcomed the return of ministers and representatives of the legitimate government of Yemen to Aden, calling for the immediate cessation of violence by the Houthis and the forces of Ali Abdullah Saleh, and resumption of Yemeni-led comprehensive, peaceful political dialogue based on UN Security Council resolutions, including resolution 2216, under the initiative Gulf and outputs of the national dialogue conference. The Ministers emphasized that all components of Yemeni society have important roles to play in the peaceful government of Yemen, calling for the speed of delivery and distribution of humanitarian aid to all parts of Yemen without interference or delay in order to meet the urgent needs of the Yemeni people. The Ministers strongly condemned the violent attacks and destabilization by the two organizations of Qaeda in the Arabian Peninsula and the ISIS, noting that these groups exploit instability in Yemen, and represent a threat to Yemenis and the region. The ministers expressed solidarity with the Iraqi people in confronting the terrorist ISIS organization, stressing intensification of support and cooperation with the Iraqi government in its quest to meet the needs of all spectra of the Iraqi people. The ministers also expressed the utmost importance for the existence of an effective and comprehensive Iraqi government, stressing the importance of the implementation of reforms agreed last summer as well as the need for security forces that are able to fight the ISIS, and demanded the implementation of the necessary steps to maintain security and stability in Iraq, stressing the importance of humanitarian support programs to help those affected by the conflict. The ministers called once again for political transition of power in Syria, stressing that the Assad regime completely lost legitimacy, and for the need for a new Syrian government that meets the aspirations of the Syrian people and promotes national unity, pluralism and human rights for all Syrian citizens, as the regime showed no desire or ability to respond to terrorism that finds a safe haven in Syria.
