Cuba said Tuesday that the third round of negotiations with the United States over the restoration of full diplomatic relations has ended after a day of talks. The Cuban Ministry of Foreign Relations offered no details about the talks, other than to say that they took place "in a professional atmosphere." The U.S. State Department said nothing about the meeting, which occurred in an unusually secretive fashion compared with the previous two rounds. The sides are trying to resolve a series of sticking points before Presidents Barack Obama and Raul Castro attend the Summit of the Americas in Panama on April 10 and 11.
