The White House said Tuesday that if the new Congress were to pass legislation to build the Keystone XL oil pipeline, President Barack Obama would veto it. White House spokesman Josh Earnest told reporters that he does not expect Obama would sign any Keystone legislation that reaches his desk. Earnest said that there is a "well-established" review process that is being run by the State Department that should not be undermined by legislation.
