A resolution adopted unanimously by the UN Security Council calls for "a full, thorough and independent international investigation" into the downing of Malaysia Airlines flight MH17 over eastern Ukraine. The resolution, backed also by Russia, demands unfettered access for international investigators and calls on armed groups controlling the area to "refrain from any actions that may compromise the integrity of the crash site. "The investigation is to be led by the International Civil Aviation Organization (ICAO) with assistance from other international experts and organizations. The resolution also calls for holding perpetrators accountable.
