Russia has moved more soldiers close to Ukraine's border in recent days despite assurances it would not attack the country's east, U.S. Defense Secretary Chuck Hagel said Wednesday. Although Russia's defense minister told Hagel last week that Moscow would not send military forces into eastern Ukraine, "the reality is that they continue to build up their forces, so they need to make sure they stay committed to what Minister [Sergei] Shoigu told me," Hagel told reporters after meeting with his British counterpart, Philip Hammond.
