Assad regime's genocide against the Syrian people using all kinds of heavy and chemical weapons, calling for withdrawal of "foreign" forces from Syria. The mass murder of the Syrian people by using internationally-banned weapons has consequences on security and stability of the region. They called for backing all international efforts to issue a UN resolution under Chapter VII of the UN Charter in order to secure the provision of humanitarian supplies for the needy Syrian people, as well as disallowing the Syrian regime from "politicizing the humanitarian crisis through stalling." The GCC leaders welcomed Kuwait's hosting of the 2nd donors conference on Syria next January with the major objective of providing urgent relief aid for the Syrian people in and outside the country. The leaders called on countries and international organizations to actively participate in the conference. They also called on importance of preserving the sovereignty, unity and territorial safety of Syria, as well as backing the decision of the coalition of Syrian opposition to participate in the Geneva II conference, due on January 22. The Geneva II aims at forming an interim government with executive authorities, thus complying with final communiqué of the Geneva I.
