Secretary-General Ban Ki-moon said Monday he may ask the council to demand that Syria move its chemical-weapons stocks to Syrian sites where they can be stored safely and destroyed by the international community. Ban said he also is considering asking the council to demand accountability for the suspected chemical-weapons attack August 21 in a rebel-held Damascus suburb. Later this week or next week, the U.N. team of chemical-weapons experts, led by Ake Sellstrom, is expected to submit a report to the secretary-general about its investigation of the attack. The report will say only whether chemical weapons were used, not who is believed to have launched them. "I have already been considering certain proposals that I could make to the Security Council when I present the investigation team's report," Ban told reporters at U.N. headquarters, adding that the international community would be obligated to act if the use of poison gas in Syria's civil war was confirmed. "I'm considering urging the Security Council to demand the immediate transfer of Syria's chemical weapons and chemical precursor stocks to places inside Syria where they can be safely stored and destroyed," the U.N. chief said.
