Tokyo presented itself as "the right partner at the right time" in the 45-minute presentation in Buenos Aires. "Some may have concerns about Fukushima. Let me assure you that the situation is under control: it has never done and will never do any damage to Tokyo," Abe said. "Tokyo 2020 will offer guaranteed delivery," Abe stressed. Tokyo is competing against Madrid and Istanbul. The election by IOC secret ballot is later Saturday and the host city announcement is to start at 2000 GMT. Istanbul already delivered its final presentation to the IOC, while Madrid was set to do it at 1500 GMT. The Fukushima nuclear plant in north-eastern Japan was badly damaged by the quake and tsunami that devastated the country in March 2011. The problem remains a current issue, moreover, with leaks of contaminated water making global headlines in recent weeks.
