EU shows it is "capable of acting," Merkel spokesman says

"It's done! ... Europe has shown itself to be capable of acting,"
Steffen Seibert wrote on Twitter.
Details on the figures agreed were not immediately available,
although British Prime Minister David Cameron's press office
proclaimed on Twitter that the budget would, as expected, be "cut for
the first time ever."
