North Korea's nuclear test plans are "needlessly provocative" and will "only increase Pyongyang's isolation," dpa quoted White House spokesman Jay Carney as saying Thursday. Pyongyang's "continued focus on its nuclear and missile program is doing nothing to help the North Korean people," Carney told reporters. He said the UN's newest set of sanctions sends a "strong message" of the international community's opposition to North Korea's provocations.
