But that didn't stop the country's vice president from announcing a high-level appointment in Chavez's name. Elias Jaua will now be Venezuela's foreign minister, Vice President Nicolas Maduro told lawmakers on Tuesday, saying Chavez had just designated Jaua as the person for the job, according to a report of CNN.
