AlHijjah 25, 1433, Nov 10, 2012, SPA - U.N. Secretary-General Ban Ki-moon said Friday that one of the lessons from super-storm Sandy is the need for a global binding treaty to tackle climate change. Ban told the U.N. General Assembly that while it is difficult to attribute any single storm to climate change “extreme weather due to climate change is the new normal." The United Nations was directly affected by the storm and was forced to shut down its New York City headquarters for three days because of flooding and damage to its computer system. A new round of global climate talks starts in Doha, Qatar on November 27, and Ban urged nations to reach a binding agreement by 2015 on reducing carbon emissions and establishing a climate fund to assist developing countries green their economies.
