At least five people died and 15 were injured Sunday when a plane carrying parachutists crash-landed near Kiev, according to the Civil Defence Ministry. Authorities blamed heavy rain and strong winds for the crash of the Let L-410 plane at an airfield outside Kiev. The plane was carrying 17 parachutists and three crew at the time of the accident. Three of the injured were in critical condition. Hours after the incident, the ministry raised the casualty toll from 16 to 18.
