MANILA: The Philippines' top diplomat has met his counterpart in Libya to seek help in reaching about 100 Filipinos in a city where fierce clashes between rebels and Moammar Gadhafi's forces have been reported. Officials said Sunday that Foreign Secretary Albert del Rosario met Libyan Foreign Minister Abdul-Ati Al-Obeidi before traveling last week to Misurata. Several Filipinos were later evacuated from the city. US Secretary of State Hillary Clinton says US has received reports of Gadhafi forces firing mortar and cutting off power and water in an apparent bid to starve people into submission.
