The Shoura Council is scheduled to discuss Monday a draft regulation for execution of court orders. The draft regulation was amended by the Islamic, Judicial and Human Rights Affairs Committee in the Shoura Council, Al-Madina said Saturday. The draft regulation permits use of force, travel restrictions and levying fines to implement court orders. Special bureaus in General Courts will be in charge of implementing court sentences. The Supreme Judicial Council permitted the establishment of special courts for implementing court orders. However, if the aggrieved party has moved a higher court against a given verdict, use of force is not allowed. The new regulation does not allow impounding of state owned property, the house of the debtor and his salary and wages. Also, it is not allowed to impound the debtor's property except what is equal to the value of the debt that needs settlement. The regulation listed the crimes for which the debtor is punishable for a period not exceeding seven years. These include foot dragging, resisting or barring implementation of the final verdict or lying to the court. The regulation permits imprisonment of the debtor for a period not exceeding 15 years if he is proved to have cheated or squandered his money even if he has been proved bankrupt. __
