JEDDAH: A citizen here was given a traffic fine for a car he had sold to another person. He is now accusing the company which sold him the car of failing to transfer the ownership to the new owner. Saeed Al-Zahrani bought a car on the basis of BOT “buy, operate, transfer”. After he used it for a while, he sold it to another person on March 27, 2010. However, he was taken by surprise when he received a SR500 traffic violation slip, under the Saher system, showing that he committed a violation on Oct. 3, 2010. Al-Zahrani said he has all the necessary documents to prove he had relinquished the car's ownership and endorsed the installments in the name of the new owner six months ago. When he approached the car company's branch at the Kaika District in Makkah to verify the matter, he was told that the company did not transfer the car to the name of the new owner. He was also told that the new owner was outside the country and nothing could be done until he came back to pay the fine. Al-Zahrani said he was stunned by the company's recklessness which had caused him all this inconvenience. Commenting on this matter, Muhammad Al-Muttari, a legal adviser, said the company should have transferred the car to the name of the new owner. Al-Muttari said that if Al-Zahrani can prove that he was caused trouble by the laxity of the company, then he would be entitled to compensation.
