A team of internal and external experts has called for a number of improvements to the Ministry of Health's operations. Experts said the organization's administrative performance suffers because its circulars are often duplicated and contradictory. The team also noticed shortcomings in implementing the Ministry of Health's goals and delays in processing transactions, in addition to the insufficient margin of freedom employees are given to improve procedures. The team was also critical of the Ministry of Health's aging administrative and financial bylaws, which have remained unchanged for more than 25 years and need to be updated. The team also suggested establishing a direct telephone line at the Training and Scholarship section to answer internal and external enquires. An office should be created at the Ministry of Health to receive complaints and ensure that doctors and technicians are not assigned to carry out administrative jobs, the team said. It also stressed the importance of upgrading the ministry's infrastructure and decentralizing its operations.
