Jeddah Mayoralty panel seeks to fine responsible parties JEDDAH – A committee set up by the Jeddah Mayoralty to deal with the errors discovered in the expansion work on Sitteen Bridge at the intersection with Palestine Street has recommended imposing fines on the designer, contractor and supervisor of the project. The committee, according to Al-Madina Arabic daily, said the fines should be deducted from the three parties according to their contracts and the regulations according to which the contracts were concluded. The committee has called for taking to task all employees assigned to monitor and supervise the project due to their negligence in taking delivery of the designs despite proof that they were seriously flawed. The mayoralty committee which comprised Omar Bafehaid, Director General of Bridges and Tunnels; Husni Kalkatawi, Director of Transport and Traffic Engineering; and Muhammad Ashour, Director of the Studies and Designs Administration at the mayoralty, stressed the importance of specifying the cost of the correction of every error and asserted that it should be borne by the party in the technical committee that committed the error. It called for referring all recommendations of the committee to the mayor for approval. It also called for deducting the cost of those works which were not executed and scrutinizing the designer's contract to verify if the contract covers supervision of the execution of the project so that this information can be used in determining the deductions. A source in the mayoralty said the committee's recommendations stressed the mayoralty's right to question the consultant who designed the SR18 million project. The committee said the consultant should be held responsible for the consequences of the errors and negligence in his work, in accordance with Article 4 of the basic contract document and Article 10 of the general conditions. The committee also said that the mayoralty had the right to deduct from the contractor the value of the works that were wrongly executed without the approval of the consultant. The source said the committee stressed the necessity to hold the consultant responsible for not supervising the works by the project contractor during the period from Aug. 2, 2007 until the end of his contract with the mayoralty. The committee also called for questioning all employees assigned to monitor and supervise the project who were negligent in taking delivery of the project plans and designs.
