The Control and investigation Bureau (CIB) has discovered a number of financial irregularities at the Jeddah Passports Department, in particular the use of government money to deport workers with residence permits (Iqamas). In its report, the CIB said this constitutes a flagrant violation of the rules which only allows government funds to be used for the deportation of illegal aliens to their countries. The CIB report also said that overstayers and infiltrators have been deported with tickets costing SR616 although it only costs SR112 by land. The CIB also noted a number of shortcomings in the performance of the Ministry of Water and Electricity because officials had made serious mistakes in house water connections in Najran. The report said the ministry had made connections randomly and without referring to the Water Directorate in the region. It also noticed corrosion of the water network in Najran. Additionally, it noticed the non-compliance of the Water Directorate with rules which requires it to look into complaints and other reports. Instead, the directorate limited its work to monitoring the daily working hours and attendance of employees. Apart from this, the CIB discovered a number of violations at other government agencies, particularly in the issue of public tenders. These government agencies have been handing out tenders to individuals without holding public bids. This has deprived the government of getting competitive prices and quality services for the contracts. The CIB found that because these agencies did not award contracts to the lowest bidders, this represents a violation of Royal Order No.9751 dated 10/2/1983 and the Council of Ministers' decision No.52 dated 21/6/1999. The CIB also noticed that some of the agencies have neglected a clause in some contracts which make it imperative for contractors to secure cars and other items to help supervisory bodies carry out their duties. This constitutes a violation of the circulars of the Ministry of Finance and Ministry of Municipal and Rural Affairs, said the CIB report.
