The Control and Investigation Bureau (CIB) has referred to the King the results of a report which outlines the failure of a large percentage of government employees to abide by prescribed working hours. Okaz has learnt that the CIB found that 92.3 percent of the employees of 28 ministries and government authorities do not obey rules on office hours. A total of 6,863 male and female employees were late for work or were absent. This irregular attendance was registered during 13,643 inspection tours by the CIB staff. In addition to this, the inspection tours registered 17 violations by the government authorities monitored. The CIB also found that there has been a lax implementation of civil service regulations that stipulate employees should not get paid for the day they were absent and should be penalized for repeated indiscipline. Other regulations not followed include the poor upkeep of the working environment; negligence in the safe-keeping of secret documents; ensuring short contracts for non-Saudi contract workers; and replacing expatriate workers with qualified Saudi nationals.
