Government authorities, led by the Makkah Governorate and the Ministry of Municipal and Rural Affairs, have intervened to deal with the increasing number of haphazard and unplanned districts in Jeddah. According to official reports, these areas now total 186 million square meters, of which 45 million square meters are in 50 haphazard districts and 54 million square meters are considered to be unplanned districts. The authorities have started carrying out the first model project for the haphazard districts in Jeddah in Al-Ruwais District. This is according to regulations for developing these areas in Makkah, which has received royal approval. The regulations provide a number of choices to owners of expropriated properties in the project, including selling out to development companies at the same price or purchasing an alternative house from the homes that will be constructed.
