The Shoura Council is set to discuss Sunday a legal framework to regulate volunteer work in the Kingdom. The draft regulations, consisting of 26 articles, follow a notable rise in volunteer activity in response to natural disasters such as the floods in Jeddah last November, and seek to unify policy in government departments' deployment of volunteers and further promote volunteer activities across the country. The Council is also scheduled to review the development plan for the Institute of Public Administration for 2007/2008 and a Foreign Affairs Committee report on a draft cooperation agreement between the Kingdom and Zambia. The Education and Scientific Research Affairs Committee will brief the Council on draft regulations for the Custodian of the Two Holy Mosques' Prize for Inventors and the Gifted which seeks to encourage science and technology in the Kingdom. On Monday, the Council will listen to the Islamic and Judicial Affairs Committee's views on the annual report of the Commission for Investigation and Prosecution for 2006/2007, and discuss ratification of the final documents for the Regional Radio Conference and amendment to the Material Protection Agreement for Nuclear Materials. Other reports on the Shoura's agenda include a draft memorandum of understanding on technological and technical training between the Kingdom's Technical and Vocational Training Corporation and Ireland's Ministry of Education and Science, and a draft memorandum on consultations between the Saudi Ministry of Foreign Affairs and its counterpart in Ukraine. The Council will also look at report from the Ministry of Municipal and Rural Affairs for the fiscal year 2006/07.
