A three-day training program on scientific aspects of criminal procedures in the Kingdom is scheduled to open here on April 26. The course, to be held under the auspices of the Technical and Vocational Training Organization (TVTC) and organized by Al-Mor Training Center is expected to be attended by 1,000 legal experts and researchers from both the public and private sectors. According to the head of the scientific committee organizing the training program, Dr. Fahd Moshabab, an arbitrator and law consultant, the course will highlight sophisticated legal issues, aiming to develop the technical skills of legal specialists. The course targets attorneys, legal consultants, members of legal affairs departments, members of the Control and Investigation Board (CIB), officials of the Criminal Investigation Department, law students applying to the Commission for Investigation and Prosecution (CIP) and CIB, and members of administrative committees of judicial relevance. Moshabab pointed out that the training course will cover more than 50 main and secondary legal topics. “Foremost among these is the role of criminal investigation officers in applying lawful criminal procedures. It will also discuss the limits of the occupational relationship of these officers to the CIP and their powers in the process of reasoning, as well as the concept of “in flagrante delicto” and the role of an arresting officer,” he said. He added that the course will also examine the authority of the Supreme Judicial over penal provisions, investigation limits of the CIP in both public and private rights, direct prosecution, the limits and rights of a victim in immediate prosecution, what private rights means and a number of judicial dispute related matters. Moshabab revealed that the course will be a practical workshop where crimes of forgery will be discussed in an attempt to reach a common definition of such crimes and the powers of investigation officers in accordance with the code of criminal procedures. He added that recent changes to the legal procedure system by the government of the Custodian of the Two Holy Mosques King Abdullah are considered to be important steps in the development of the Kingdom.
