In December 2009 Karzai announced to move ahead with a plan for a Loya Jirga to discuss the Taliban insurgency. The Taliban would be invited to take part in this Jirga. On Jan. 26, Karzai set the framework for dialogue with Taliban leaders when he called on the group's leadership to take part in a “loya jirga” - or large assembly of elders
