Those wanting to organize seminars, festivals, ceremonies, charity bazaars, social and community events should apply for permission well in advance, according to a circular from the Makkah Governorate. The circular was sent to regional offices and government departments that their approval procedures for such events need time to go through. The circular said that applications flood in at the last minute, giving the authorities insufficient time to issue approvals in accordance with regulations.
