Nine labor appellate courts will be created after the legal procedures regulation and penal measures are finalized, said Saleh Bin Humaid, Head of the Supreme Judicial Council. The nine courts of appeal will be established in Riyadh, Makkah, Al-Jouf, Qassim, the Eastern Province, Abha, Najran, Jizan and the Northern Frontier. Additionally, a court affairs administration will be created in the Supreme Judicial Council, Bin Humaid said at a workshop titled “Administrative Development of the Supreme Judicial Council in the Domains of Planning and Resources.” He said there is a shortage of judges for want of qualified cadres. “The positions are there but they need a long time to be filled.” He said the Council's website will announce the names and profiles of judges to be appointed. The new system authorizes the Council to select qualified judges from other sectors like universities. “We are studying the standards and mechanisms to select judges and judicial lieutenants,” Bin Humaid said. The regulation for judges' transfer, inspection and secondment has already been drawn up, he said. Additionally, there will be an inspection regulation to evaluate administrative procedures.
