Major policy decisions and key administrative changes at the federal and provincial levels are being made by the ruling party heads instead of the chief executives concerned, including the prime minister, said a news report. Balochistan Chief Minister Aslam Raisani is by far the most powerful of all chief executives: both at federal or provincial levels, the report carried by the English language daily The News said. While (Asif) Zardari House controls the Prime Minister's secretariat and the Sindh Chief Minister's office, in case of Punjab it is Raiwind and Defense (residences of Sharif brothers), which are running the show. The North West Frontier Province (NWFP) doesn't lag behind as the Chief Minister's office is following the dictates from Wali Bagh. Unlike the past when former Prime Minister Shaukat Aziz was playing a puppet in the hands of a military ruler, today the most popular political leaders are calling the shots though, through their nominees occupying the offices of the prime minister and provincial chief ministers. Political decisions on major issues like the restoration of judges are to be taken by the top leadership of the coalition partners but even otherwise the present balance between the federal and provincial chief executives on the one hand and political leaders on the other goes completely in favor of the latter. __
