President Gloria Macapagal-Arroyo has appointed Foreign Affairs Undersecretary Rafael Seguis as special envoy to the Organization of Islamic Conference (OIC). Seguis, who was former ambassador to Saudi Arabia, is also the chairman of the government's panel in the peace negotiations with the Moro Islamic Liberation Front (MILF). Executive Secretary Eduardo Ermita also announced the appointments of Cecille Christine O'Brien as press assistant secretary, Crisanto de la Cruz as presidential assistant for Western Mindanao, Jose Santos as full-time commissioner representing the Tagalog Language, and Lilia Rosales as acting chairperson of the Board of Guidance and Counseling.
