Rabah, Director General of Literacy Programs at the Ministry of Education, has said that a new bylaw setting out the penalties for failing to adhere to the compulsory education system is awaiting final approval. Al-Rabah said that since education was made compulsory for all ages between 6 and 15 the Ministry of Education has been working on the bylaw to address illiteracy which, he said, stood at 13 percent of the population in the Kingdom. A draft of the new law was circulated to all education administrations in the Kingdom and their feedback has been received, and the law now awaits final approval at the Higher Committee for Education Polices at the Ministry.
