Dialogue, encouragement of tribal Lashkars and use of force will remain the three key elements of the policy to curb terrorism and militancy in the tribal region and parts of the North West Frontier Province (NWFP), officials say. When asked about the implementation of the recently approved parliamentary resolution, one official explained that even before its passage most of its key provisions were being followed. For example, he said, the local tribesmen, who are not only the major stakeholders in the restive areas but also the principal sufferers, were being encouraged to take the terrorists and other troublemakers head-on. __
