I am writing with regard to the article "Call to naturalize some expats stirs anxiety in the UAE" (Oct. 12). A call for allowing expatriates to apply for citizenship in the United Arab Emirates has resulted in a debate about national identity in that Gulf Arab state. However, apart from full citizenship, there are other steps which can be taken. The GCC countries could grant permanent residency visas to expatriates who have spent a number of years in the Gulf. These visas could grant some concessions to expatriates but the expatriates would not have the full rights of citizenship. Many expatriates do not really care about becoming citizens of Gulf countries. What they care about is the removal of the burden of the sponsorship system, and being granted the right to reside permanently and have access to higher education for their children along with the ability to set up a business.
