STRASBOURG, France — Newly-crowned world champion Sebastien Ogier of France won the Rally of France, the 11th in the 13-round world championship series, Sunday. Local hero Sebastien Loeb, the nine-time former world champion, who was competing in the final race of his illustrious career, failed to finish after going off the road Sunday morning. The Frenchman's Citroen slid out of the road in the 15th stage and ended up on its roof in a ditch, according to the official world championships' website.
