The Expenditure & Projects Efficiency Authority (EXPRO) is intensifying its efforts to enhance the transformation journey of government projects. With a keen focus on infrastructure projects, the authority plays a pivotal role in assisting government entities. It underscores the significance of "infrastructure project portfolios" in aiding government agencies to plan and execute their projects efficiently and with high quality. Tasked with planning and developing these portfolios, the Expenditure & Projects Efficiency Authority aims to foster alignment and coordination among government sectors and relevant national entities. Its collaboration with various government entities has sparked a comprehensive transformation in government projects. This is achieved by improving project performance through portfolio management techniques and tackling challenges in existing projects. These efforts have led to a marked increase in the efficiency of capital and operating expenditures, and the investment of resources in each project. This has opened doors for private sector involvement and supported government initiatives to expedite payments to contracting companies, enhancing project efficiency. Consequently, there has been a notable increase in the completion rate of projects, ensuring timely and sustainable service delivery to citizens and beneficiaries. Each portfolio encompasses a comprehensive list of ongoing and planned capital infrastructure projects, categorized by priority based on need assessment, economic and social impact criteria, and strategic alignment. These portfolios include vital information such as financial and technical data, costs, and funding methods. From 2020 to 2023, the number of infrastructure project portfolios in government entities reached 42. These portfolios have been instrumental in cataloging government projects, aligning them with strategic goals, prioritizing implementation, and determining budgets as per a well-defined capital plan, thereby enhancing portfolio performance. This approach has clarified the scope of planned projects and optimized the utilization of available resources. During this period, the authority conducted over 60 workshops and trained more than 500 specialists in government entities. This training aided in planning over 19,000 existing and upcoming projects within those portfolios. This progress is part of the "الأول_تحول" campaign's second edition, launched by the Expenditure & Projects Efficiency Authority in collaboration with relevant government bodies. The campaign aims to elucidate the roles and responsibilities fulfilled by infrastructure project portfolios, striving to meet the Authority's goals in elevating the quality and efficiency of government projects. These efforts are aligned with the aspirations of citizens across the Kingdom and contribute effectively to achieving the objectives of Saudi Vision 2030.
