JEDDAH — The Attorney General Sheikh Saud Bin Abdullah Al-Muajab has issued a decision specifying the major crimes necessitating arrest and detention. These major crimes have been classified into 25 types of crimes. The 25 kinds of classified crimes include, crimes against national security, embezzlement of public funds, beating up one of your parents, stealing a vehicle, setting up a brothel; preparing, distilling, smuggling or possessing intoxicants, including liquor, with the intention of promoting or trafficking; and deliberately beating up a security man on duty among others. The Attorney General issued the decision on Thursday and specified the crimes according to Article 112 of the Code of Criminal Procedures. The decision reinforces the rights and guarantees the Code of Criminal Procedure and its executive bylaw are replete with, most important of which is the right to freedom. The decision included, within it, the most serious crimes that threaten the security and peace of the society. In this regard, the perpetrator's criminal activity forms a deeply entrenched criminal tendency, and the decision is characterized by protection of private and public rights, and high flexibility that takes into account the condition of the accused and the circumstances surrounding him, in accordance with Clause Two of the decision, and on the possibility of releasing the accused in these crimes, if he fulfills the legal requirements of the regulation. The decision comes within the context of the Public Prosecution's continuous concern to ensure providing the rights and guarantees related to the criminal case, its fulfillment of the highest standards guaranteed by the law and Shariah, and in line with the latest internationally approved practices in this regard. The objective is also to establish procedural justice compatible with keeping pace with the evolution of the crime and ensuring strict procedures commensurate with the nature of modern, serious crimes.
