Communications and Information Technology Commission (CITC) will unveil Monday the document containing formalities and procedures to submit applications to win the Mobile Virtual Network Operator (MVNO) license. The document will be posted on the commission's website (www.citc.gov.sa), according to a CITC press statement, carried by the Saudi Press Agency. The document would consist of the conditions and criteria for the process of submitting application, and conditions to be met by the applicants, as well as the timetable for the licensing process, guidelines regarding the applicants and contents of the application, in addition to application procedures. The document would also include the general framework of the MVNO agreement. The telecom regulator said that the new move is part of its keenness to improve standard of telecommunications and IT services being rendered to customers as well as to increase investment in this vital sector. MVNO is a wireless communications services provider that does not own the radio spectrum or wireless network infrastructure over which the MVNO provides services to its customers. An MVNO enters into a business agreement with a mobile network operator to obtain bulk access to network services at wholesale rates, then sets retail prices independently. An MVNO may use its own customer service and billing support systems, marketing and sales personnel or it may employ the services of a Mobile Virtual Network Enabler (MVNE). – SG
